Board members present: Jim Fuda, Brenda Berk, Donna Whalen, Walter Brownsword, Terry Bogli, and Paul Frederick. Deb Wellington attended via Zoom. Brian Milano of Imagineers and Darien Covert, Meadow Hill Maintenance Manager, were also in attendance.

President’s Remarks: President Jim Fuda welcomed all in attendance. Jim extended condolences on behalf of the Board to the family of Kathy Collins, and long-time resident and friend, who passed away this week.

Financial Report: Brenda Berk, Treasurer: The revenue collected each month is budgeted at $77,285.58. This amount does not change from month to month. Our expenses are different each month, so oversight of cash is necessary. Every January we make a down payment on the Master Insurance Policy for the association. The down payment at the end of January was in the amount of $62,275.16. Due to the timing of payments in the last quarter of the year, we can accumulate some extra cash in the operating budget, but not nearly enough to cover a large invoice. The last two years, we have budgeted money to pull from the reserves to pay the insurance. The money is repaid to the reserves in the same year. Weekend snowstorms have impacted our expenses for January. Imagineers is now reclassing overtime out of the regular payroll line, so we have the impact to unplanned work events. The OT for January was $2,280.32 – all unbudgeted. This also increases payroll taxes. We paid temporary snow help $1,825. We also purchased food for those who were here for two days’ work. Annual budget for this is $2,480. Snow removal supplies $1,520 with a budget of $3,700. This is mainly for road, salt for the walkways, shovels, etc. Maintenance and fuel equipment is overstated by $783.47 as road salt invoice was incorrectly booked to that account.

Maintenance Report: Darien Covert: Our salt use has tripled this year due to the weather. The Maintenance department has dealt with many ice dam issues. Mr. Covert’s full report and work order update can be found beginning on page 31 of the Board Packet.

Manager’s Report: Brian Milano’s report can be found on page 39 of the Board Packet.

Business Items

Roofing Project: The Board has scheduled a Community Presentation of the Roofing Project for March 12th, at 7:00 at the Clubhouse. This meeting will address the timing, cost, need and funding for the project. The project will need community approval for the project. The Board Members and our roofing consultant will be there to answer questions.

Traffic Committee: Phase One will be finished with the removal of two bushes at the South entrance and one bush at the traffic circle at HWS/HWN. Phase Two can be found in the Board Packet on page 47. The committee discussed traffic safety measures, focusing on the placement of speed tables to slow down traffic. Also suggested by the committee was to change the flow of traffic on the traffic circle at HWS/HWN (near the clubhouse) and make it a true roundabout. See Packet for graphics. More information will be presented in future planning/board meetings as we continue to improve resident safety. The majority of the Board was supportive of the suggestions. For now, we all need to slow down!

Rule Change: The Board has agreed to eliminate Section 14 (The rules related to horses) because, at present, horses are not allowed at Meadow Hill. The rules will be suggested that “Horses are not currently allowed at Meadow Hill. The Board asked the maintenance department to remove the stable sign and all other “horse related” signs from that area.

Tru Green: The scope of work has been finalized based on the consultant’s recommendations.

Clubhouse Improvements: Phase one of the Clubhouse Improvements was to paint the walls, both upstairs and downstairs. Darien and Mike will resume painting this month. Brenda and Walter have developed Phase Two of the Improvement project: to refurbish the bathrooms. This project will widen one stall in each bathroom to accommodate a walker, new doors and partitions, new vanities, and lighting. This project was budgeted for 2026 but will need an extra $600 which will need approval by vote.

Community Survey: Deb Wellington has suggested we put out a community survey to elicit suggestions from the community. Deb will send out a sample to the Board for discussion. No decision was made. There was mixed reaction to the need for a survey. More to follow.

Open Session

Lee Bogli inquired about the cost to heat the greenhouse. He commented on the traffic flow on HWN as being awkward.

Vicky Germani asked if the carpet coming in from the pool might be replaced with other material. She also asked if the faucets at the bars be replaced because one of them fell apart at our Valentine’s Brunch last Sunday. Darien was directed to change both faucets as part of maintenance budget.

Toni Dolan suggested that one of the questions on the survey be “How can we get more attendance at the monthly Board meetings?”

Gary Vollinger: Vollinger informed us that he had heavy storm damage. He feels this is because he was asked to take down his deck panels. According to Mr. Vollinger, this damage prevented them from exiting from their slider. Darien Covert reminded him that many unit owners had issues with ice dams and it could be that the flashing needs to be replaced. Brian Milano told us that all ice damage issues need to start with a call to your insurance company. Also, Mr. and Mrs. Vollinger feel that the Board has not responded to the many questions they had about the deck panel removal and presented the Board with a list that they believe need to be addressed. The Board will respond to this in a timely manner.

Board Actions

A motion was made by Paul Frederick and seconded by Terry Bogli to approve the Contract from D’Anna Agronomic Consultants, on an “as needed” basis. Vote: Yes,6/No,1

A motion was made by Brenda Berk and seconded by Donna Whalen to approve the Tru Green contract. Vote: Yes,7/No, 0

A motion was made by Donna Whalen and seconded by Terry Bogli to approve $4,600 for the clubhouse bathroom improvement project. Vote: Yes,7/No,0

Set Hearing Dates: The Board has issued two second notices to two unit owners for violations, non-compliance and complaints. The Maintenance Dept. have been very busy with snow issues. Hopefully there will be time soon to continue the painting project. The renovation plan also includes enlarging one stall in each bathroom to accommodate a walker, replacing the vanity in the Women’s bathroom, and replacing the lighting. Walter Brownsword and Brenda have priced out the work. The cost of the replacement of the stall will be voted on by email when we get the final numbers. Though the legislation that just passed applies only to stand alone condos, the Board decided to explore its viability for the Clubhouse and potentially inform unit owners about individual installation options.

Rule Change – Jim Fuda – A proposed rule change will need to be addressed. This change should state that “Horses are currently prohibited at Meadow Hill”. Jim will work on this item. It was also suggested that we remove any horse-related signs on the property.

Open Session

Lee Bogli expressed concerns about the irrigation controls being in his basement.

Mike Proulx reminded the Board of a document he created relating to overgrown shrubs and problem areas on the grounds.
